Ceruleano (セルリアーノ Seruriāno) is an antagonist introduced in Medarot 3.

Created by Black Devil as the manifestation of the Q Medal's power. He is the third elemental Spirit to appear in the story, with his primary focus being the Under-Shell. Unlike his fellow Spirits, who attack Ikki Tenryou directly and show little interest in talking, Ceruleano takes a more observational approach. Disguising himself as Kai Urashima (ウラシマ カイ Urashima Kai), a student from the Merman Academy, he uses his powers to blend in with humans and study them closely. Despite forming a friendship with Ikki, Ceruleano remains loyal to his mission until the end.

Ceruleano's primary Medarot is Lon-Gan, though he is also the first of the Spirits to utilize Blackbeetle and Blackstag, Black Devil’s latest creations designed to replicate Saikachis and Dorcus. After the main events of Medarot 3, the Q Medal is refined into the Aqua Medal, which now belongs to Ikki.

Ceruleano can be fought twice in the game, as himself and as Kai Urashima.

Kai can be Robattle in the Underwater Area, the seventh zone in the game. He uses one Beatbreath and two Lon-Gan. Defeating him, the player is rewarded with Beatbreath's parts.

Ceruleano serves as the boss of the Glacier Area, the eighth zone in the game. His team is composed of one Blackbeetle and two Lon-Gan. Upon defeating Ceruleano, the player is rewarded with Lon-Gan's parts.
