Dr. Hebereke (ヘベレケ博士 Hebereke Hakase) is a major villain within the Medarot series who first debuted as the main antagonist in Medarot 2 (and its anime and manga adaptations) and is generally considered Ikki Tenryou's arch-nemesis. He returns as a minor antagonist in Medarot 3 and 4 and is again the main antagonist in Medarot DS, Medarot 7 and the first chapter of Medarot S.
Although in many adaptations he is the leader of the RoboRobo Gang, in the game continuity he is only the sponsor and uses the group for his own personal agenda.
He is the creator of some powerful Medarots like God Emperor, Grain, Particle and Cross Messiah.
In the English version, his name is Dr. Armond but is better known as Dr. Meta-Evil by the Western tradition of mad scientist names.

Medarot 2/Medarot 2 Core
Dr. Hebereke is an old acquaintance of Dr. Akihabara.
The elderly man desires worldwide recognition and popularity among women. To achieve this, he allies himself with the remnants of the RoboRobo Gang that continue to operate after the Ten Days of Darkness, financing them in exchange for their assistance in his schemes.
Following the failure of Shiokara's plan on Mt. Odoro, Salami devises a new strategy to strengthen the RoboRobo Gang by forcibly recruiting children. He enlists the help of Dr. Hebereke and Milky to implement this plan on Medarot Island.
Dr. Hebereke makes his first appearance when Ikki and Arika arrive at Medarot Island. The old man enthusiastically greets the arrival of so many happy adults and children, leading Ikki and Arika to mistake him for an elderly man simply excited about enjoying the island.
After the first half of the Robattle Tournament, Ikki and Arika watch as Mr. Uruchi formally introduces Dr. Hebereke as the creator of Medarot Island and its attractions, as well an authority on Medarots. Hebereke explains his current research on the limiters found in medals, stating that the tournament was designed for Medarotters to help cultivate the potential of their Medarots while he conducted his study.
After Ikki wins the Robattle Tournament, Dr. Hebereke meets him in person and challenges him to a Robattle, which Ikki wins. Impressed by the boy's skill, Hebereke jokingly asks if Ikki would like to be his assistant. Regardless of Ikki's answer, the old man leaves, revealing the question was just a jest.
The next day, while in Medaropolis, Ikki goes to Medarotters shop, where Arika is spending her time with some Robattles at Medalink. Dr. Hebereke is also there and challenges Ikki to a battle. After Ikki wins, the RoboRobo Gang attacks Medashop and steals the very rare Unknown Egg. Dr. Hebereke feigns surprise but, impressed by Ikki's determination and learning that he was sent by Dr. Akihabara, presents Ikki with a medal—the opposite version counterpart to the one Ikki received for winning the tournament on Medarot Island.
Ikki encounters Dr. Hebereke again in front of the Medaropolis fountain. The old man casually mentions that he is waiting for his "girlfriend". He then mistakenly assumes that Ikki, who is searching for Arika, is also waiting for a date.
After investigating the missing children further, Ikki returns to the fountain to find Dr. Hebereke disappointed that his date didn't show up. To pass the time, Hebereke challenges Ikki to another Robattle, in which Ikki once again emerges victorious. Impressed by Ikki's skills, the old man begins to show his true colors, suggesting that Ikki would make a great addition to the RoboRobo Gang. He then unveils an underground passage beneath Bonaparte's statue, much to Ikki's surprise.
Refusing to believe that Dr. Hebereke has any connection to the RoboRobo Gang, Ikki ventured into their hideout until he discovered ancient ruins entrance at the bottom. Hebereke finds Ikki in a room with a machine at its center. The old man explains his plan to find the legendary Fiyun Stone and admits to purposely luring Ikki to the ruins. He reveals that he is the sponsor of the RoboRobo Gang and was responsible for building the underground base using Antackers, all in a bid to find the Fiyun Stone. Dr. Hebereke believes that the ancient ruins hold the secret of the Medarots, and he intends to use Ikki to uncover them. He commands Surume and other RoboRobo grunts to force Ikki to continue the search, knowing that Ikki cannot initiate a Robattle due to the cave's fragile structure.
Some time after Ikki, Surume, and several RoboRobo grunts are sent to the past, Dr. Hebereke arrives at the ruins, concluding that an ancient civilization indeed existed. He then decides to use the teleporter with the other grunts. After Ikki saves Kodine Kingdom, he is returned to his own time. Unbeknownst to him, Dr. Hebereke had also been in Kodine and took advantage of everyone's distraction to steal the Fiyun Stone that protects the kingdom.
With the final steps of his plan ready to be executed, Dr. Hebereke no longer sees any use for Ikki and devises a way to get rid of him. He sends a fake invitation, pretending to be Ikki, to Arika, Karin, or both, depending on Ikki's decisions throughout the game. In any case, Dr. Hebereke kidnaps the girl in question and takes her to the Flying Fortress Fuyun, challenging Ikki to come to the fortress and rescue her. He also sends several flying Medarots to attack the city. These Medarots ended up losing control by a special oil made by the doctor himself.
While Ikki ventures through Fuyun, Dr. Hebereke explains to Arika and/or Karin how his flying fortress is able to fly with just a small stone, thanks to the artifact being outer space technology. He reveals his plan to defeat Ikki, who has been thwarting his schemes, and to build the biggest and most powerful Medarot to prove he is a better scientist than Dr. Akihabara. He believes that achieving these goals will make all the girls in the world like him. Although the girl is not intimidated by the villain, Hebereke asserts that his trump card is his powerful Medarot, boasting that he is the only one who knows how to remove the limiter from a medal.

In the anime
Dr. Hebereke serves as the primary antagonist in the anime, displaying a significantly more villainous and cruel demeanor compared to his original portrayal in the games. In this adaptation, he leads the RoboRobo Gang and is initially depicted with the classic villain trope of concealing his face in shadows, always accompanied by a cat.
Dr. Hebereke, along with Dr. Akihabara, was a disciple of Dr. Gengoro Fushihara. However, when Fushihara began to perceive the potential danger of his Medal theory, he made the decision to discard it. This led to a conflict between Dr. Hebereke and Fushihara, during which Dr. Hebereke fought to steal Fushihara's research. Subsequently, Hebereke set fire to Fushihara's lab, an act that presumably resulted in Fushihara's death.
Eventually Dr. Hebereke became leader of the RoboRobo Gang. He orchestrates the operations of the gang from distance, always driven by the goal of acquiring rare medals to achieve world domination.
After several failed attempts from the RoboRobo Gang, Dr. Hebereke dispatches God Emperor to acquire Metabee's medal. Once he succeeds, he uses the Medarot to control numerous other equipped with Kabuto Medals. This move lures Ikki and his friends to the gang's base, where Dr. Hebereke discloses to Rokusho his involvement in Dr. Fushihara's demise.
During the ensuing confrontation, Dr. Hebereke unveils himself as a human-like Medarot, possessing the capability to integrate parts from other Medarots into his body. Following his defeat, his Evil Medal is put in Giant Emperor, but he is ultimately defeated. Upon analyzing the medal, Dr. Akihabara discerns that this Dr. Hebereke was a replica imbued with memories from the original, with the whereabouts of the real one being unknown.
Unknown to everyone else, Dr. Hebereke had been utilizing the Robattle World Tournament as part of his plan. He awaited the showdown between two formidable Medarots with rare medals, intending to use a giant resonator located in the stadium. His goal was to take control of all the Medarots and turn them against humanity, repeating what happened during the Ten Days of Darkness. Specifically, he targeted Metabee's and Victor's Warbonnet's power to achieve his nefarious scheme.
Once his plan was revealed, Dr. Hebereke claimed to be a descendant of the Medarolians who had disguised among humans. However, his plan ultimately failed thanks to the strong bond of friendship between Ikki and Metabee.
With his second plan thwarted, Dr. Hebereke summons a giant Primity Baby. His colossal Medarot is defeated by a Giant Metabee, piloted by Metabee and his friends. After his defeat, Dr. Gengoro Fushihara descends from outer space and informs Hebereke that the Medarots have no desire to rule over humanity.
Hebereke's cat expresses gratitude to his owner for everything he did, then ejects a Medal from its head. This action releases the cat from Hebereke's control, revealing that the cat's Medal is the true descendant of the Medarolians. Fushihara offers to take Hebereke with him, and the villain departs for outer space.
