Mr. Uruchi (Mr. Referee in English translations) is a recurring character in the Medarot franchise, starting from the first game. He is a Robattle referee employed by the Robottle Association (or World Medarot Association in the anime) to oversee Robattle and ensure bouts respect the rules of the sports.
While the games typically only have Mr. Uruchi oversee official tournaments, he is a more prominent (and comical) character in the mangas and the first anime, where he has a near-omnipotent awareness of when Robattles are about to occur and a flair for making bizarre and dramatic entrances.

Medarot
Mr. Uruchi is a recurring character in the first anime series, where he is seemingly the sole person responsible for arbitrating every Robattle in the country of Japan. He has an habit of making flashy entrances appropriately themed after the location or context of the robattle. He is able to enforce the rules of the World Robottle Federation through a satellite medarot, which can fire a powerful beam at any would-be infractor.

- According to Hirano Kana's account of the development of Medarot 2, Mr. Uruchi was apparently inspired by a similar character in G-Gundam. She was likely referring to the Stalker who has a similar role.
