Mr. Uruchi (Mr. Referee in English translations) is a recurring character in the Medarot franchise, starting from the first game. He is a Robattle referee employed by the Robottle Association (or World Medarot Association in the anime) to oversee Robattle and ensure bouts respect the rules of the sports.
While the games typically only have Mr. Uruchi oversee official tournaments, he is a more prominent (and comical) character in the mangas and the first anime, where he has a near-omnipotent awareness of when Robattles are about to occur and a flair for making bizarre and dramatic entrances.

Medarot 1 / Medarot Perfect Edition[edit]
He is the referee for the City, District and later National tournaments.
Medarot 2 / Medarot 2 Core[edit]
Mr. Uruchi arbitrates the Robattle tournament on Medarot Island. After the first half of the tournament, he introduces Dr. Hebereke to the audience.
In the post-game, he returns to introduce the Partsun Rally and explain the rules. At the Medarot Island stadium, he acts as the referee for the Medaroad Race between Ikki Tenryou and Tequila/Ryo for God Emperor's left arm. After Ikki wins and almost secures the part, Kouji Karakuchi intervenes, challenging Ikki to another race without any third participant. Mr. Uruchi has no choice but to place himself as the third participant, which ultimately ends in Ikki's victory.
Later, when announcing Ikki as the winner of the Partsun Rally, the ceremony is interrupted by the scientist Shiratama, causing Mr. Uruchi to get scared and run away. After Ikki defeats Shiratama, Mr. Uruchi returns to continue the award ceremony. He presents Ikki with the ! Medal and returns the parts Ikki obtained during the Partsun Rally.
Medarot 3[edit]

Medarot[edit]
Mr. Uruchi is a recurring character in the first anime series, where he is seemingly the sole person responsible for arbitrating every Robattle in the country of Japan. He has an habit of making flashy entrances appropriately themed after the location or context of the robattle. He is able to enforce the rules of the World Robottle Federation through a satellite medarot, which can fire a powerful beam at any would-be infractor.

- According to Hirano Kana's account of the development of Medarot 2, Mr. Uruchi was apparently inspired by a similar character in G-Gundam. She was likely referring to the Stalker who has a similar role.
