Hitsuji is a minor character in the Medarot series, introduced in Medarot 2 and returning in Medarot 3 and 4. He is the butler who works for the Awano family, he is especially attached to his young master Hachiro.
Starting from Medarot 3, a recurring joke is that all butlers look like Hitsuji almost as if they were clones. Kouji's butler in the anime also looks a lot like him.
