The Tortoise Medal is a Medal that was first intoduced in the original Medarot game.
Tortoise Medals specializes in lasers, beams, and other high-power attacks. Despite the name, the image on the Medal often resembles an aquatic turtle rather than a land-dwelling tortoise. In the earlier games, the image on the Medal changes from a turtle/tortoise hiding inside its shell to one with all of its limbs on display as it gains more experience.
In Medarot 1
The Tortoise Medal is one of the Kabuto version-exclusive Medals that can only be obtained through link battles. Players of the Kabuto version can get it by stealing another player's Unicorn Medal in an Official Robottle link battle, at which point it will transform into a Tortoise Medal. (Kuwagata players receive the Snake Medal instead.) The only way to obtain it in the Kuwagata version is by stealing an already-transformed Tortoise Medal.
In Medarot 2
The Tortoise Medal is hidden in the boxes in the abandoned factory in the Kabuto version, first accessible after defeating the first RoboRobo you meet.
In Medarot 2 Core
The location is unchanged from Medarot 2; hidden in the boxes in the abandoned factory in the Kabuto version of the game.

The Tortoise Medal was distributed alongside the Dog Medal in the third Medarot Transmission SpotPass event.

It can be obtained from a treasure box in the ruins in the second chapter of the game.

The Turtle Medal is an evolution of the Tortoise Medal in Medarot 7 and 8.
It can be obtained in both games when a Tortoise Medal has a Protect skill level of 9 or higher when it reaches level 18 (silver rank). If it doesn't meet the skill level requirement, it will stay a Tortoise Medal.
